University Grants Commission and its impact on the development of College Libraries of Sivasagar District, Assam with special emphasis on NAAC: An Analytical Study

Abstract

The University Grants Commission(UGC) is an organization who changes the whole scenario of higher education in India. With time passes, it realises that the higher education system of India is incomplete without a good library system. The college education is the milestone for the development of the society. Indian youth as well as the youth of Assam has the desire and capability to attain good knowledge, qualification and to being a good citizen. But, the college education must have the qualitative features to develop the youth. The library is a heart of a college/university. It plays a significant role in moulding intellectual capability of the youths. Therefore, UGCformulate a committee to see the problem and prospects of the college/university libraries of India. Later UGC, inaugurate an autonomous organization NAAC, (National Assessment and Accreditation Council) to assess and accredit the college as well as the libraries. NAAC recommends UGC the final report and with the recommendation UGC takes necessary steps. This article is about the impact of UGC and NAAC towards the development of college libraries of Sivasagar district, Assam. Through this article we can see that besides UGC and NAACs proper action, there are some co-related issues which hinders in the developmental process of a college library system.
